PERTH – Di Asia Tenggara, penanganan ancaman terorisme dan radikalisme di wilayah tersebut telah menjadi tugas pemerintah secara keseluruhan. Seluruh negara anggota ASEAN, dan juga negara-negara mitra ASEAN, beberapa lembaga yang berbeda bekerjasama untuk mengidentifikasi, mencegah, menghentikan dan merespons ancaman terror tersebut.
Menteri Pertahanan Australia, Senator Marise Payne, mengundang rekan-rekannya dari Indonesia, Brunei, Malaysia, Filipina, Singapura dan Thailand untuk bergabung di Perth pada 1 dan 2 Februari guna membahas peran militer dan organisasi pertahanan dalam upaya pemerintah untuk menanggulangi terorisme.Rapat yang berlangsung selama dua hari dihadiri oleh Senator Payne, Menhan RI Ryamizard Ryacudu, Menhan II Brueni Defence Pehin Dato Haji Halbi bin Mohd Yussof, Wakil Menhan Malaysia Dato Sri Mohd Johari bin Baharum, Sekretaris Pertahanan Nasional Filipina Delfin Lorenzana, Menhan Singapura Dr Mohamad Maliki bin Osman dan Wamen Thailand Chaichan Changmongkol. Ketujuh menteri tersebut menegaskan kembali komitmen negara mereka untuk bekerja sama melawan terorisme.  Para Menteri membahas ancaman Daesh, kelompok teroris lainnya dan kembalinya para teroris asing dari konflik luar negeri yang berdampak pada keamanan regional.  Mereka juga membahas kontribusi penting yang diberikan organisasi pertahanan kepada pemerintah dalam upaya menanggulangi terorisme. Menyadari sifat ancaman teroris di Asia Tenggara yang dinamis, para Menteri saling berbagi pengalaman mengenai operasi penanggulangan terorisme baru-baru ini yang meliputi lingkungan keamanan regional yang terus berkembang, upaya penanggulangan terorisme maritim dan pertimbangan praktis terkait dengan bantuan pertahanan anti terorisme di dalam negeri dan regional.

  Rapat tersebut menghasilkan beberapa hal penting yang akan mendukung kerjasama ketujuh negara ini dalam upaya penanggulangan terorisme di masa depan. Mencerminkan kerjasama keamanan yang erat, para menteri berkomitmen untuk memperkuat kerjasama pertahanan melalui kemitraan bilateral dan forum multilateral, yaitu ASEAN Defence Ministers’ Meeting (ADMM)-Plus, serta pondasi regional untuk menghadapi dan merespons tantangan dari Daesh, kelompok teroris lainnya, dan kembalinya teroris asing dari konflik luar negeri. Hal ini termasuk saling berbagi pengalaman dalam metode penanggulangan terorisme yang sedang berlangsung oleh pasukan pertahanan kita.   
Para Menteri setuju untuk saling berbagi informasi pertahanan dan intelijen yang lebih mendalam dan menyeluruh dalam melawan terorisme serta mencegah penyebaran ideologi Daesh dan kelompok teroris lainnya yang kejam dan korup. Dengan membangun mekanisme kerja sama di bidang maritim, para menteri setuju untuk mengeksplorasi isu-isu komplek seputar kontra-terorisme maritim.Para Menteri sepakat bahwa selama terorisme tetap menjadi ancaman global, forum seperti ASEAN Defence Ministers’ Meeting (ADMM)/ADMM-Plus dan Sub-Regional Defence Ministers’ Meeting on Counter-Terrorism akan terus menjadi sarana penting guna menyatukan militer regional untuk memahami bagaimana kita bisa bekerja sama dengan baik dalam merespon ancaman yang ada.  Kami semua menantikan Indonesia menyelenggarakan Sub-Regional Defence Ministers’ Meeting pada tahun 2019. Pada akhir pertemuan, Senator Payne mengundang para Menteri dan perwakilannya ke Campbell Barracks untuk meyaksikan demonstrasi kemampuan kontra-terorisme yang hebat oleh anggota Komando Operasi Khusus Australia.

  PERTH - In South East Asia, addressing the threat of terrorism and extremism in the region has become a whole of government task.  Across ASEAN member countries, and also in ASEAN partner countries, several different agencies work together to identify, prevent, disrupt and respond to the terror threat. The Australian Defence Minister, Senator Marise Payne, invited her counterparts from Indonesia, Brunei, Malaysia, the Philippines, Singapore and Thailand to gather in Perth on 1 and 2 February to discuss the role militaries and defence organisations can play in the context of whole of government counter terrorism efforts. Senator Payne was joined by, Indonesian Minister for Defence Ryamizard Ryacudu, Brunei Second Minister of Defence Pehin Dato Haji Halbi bin Mohd Yussof, Malaysian Deputy Minister of Defence HE Dato’ Sri Mohd Johari bin Baharum, Philippine Secretary of National Defense Delfin Lorenzana, Singapore Senior Minister of State for Defence Dr Mohamad Maliki bin Osman and Thailand Deputy Minister of Defence General Chaichan Changmongkol for two days of meetings.  The seven ministers reaffirmed their countries’ commitment to work together in the fight against terrorism. They discussed the threat that Daesh, other terrorist groups, and the return of foreign terrorist fighters from overseas conflicts pose to regional security.  They also discussed the important contribution defence organisations make to our countries’ whole-of-Government counter-terrorism efforts.  Recognising the dynamic nature of the terorist threat in South East Asia, the Ministers discussed their countries’ experiences of recent counter-terrorism operations, the evolving regional security environment, maritime counter-terrorism efforts and the practical considerations associated with defence counter-terrorism assistance domestically and in the region. The meeting resulted in several important outcomes which will support future counter-terrorism cooperation between these seven countries.  Reflective their close security partnerships, the ministers committed to strengthening defence cooperation through bilateral partnerships and multilateral fora, namely the ASEAN Defence Ministers’ Meeting (ADMM)-Plus, as well as other regional platforms to counter and respond to the challenges posed by Daesh, other terrorist groups, and the return of foreign terrorist fighters from overseas conflicts. This will include sharing the lessons our Defence forces learn from our ongoing counter-terrorism efforts. The ministers agreed to improve defence information and intelligence sharing and cooperation to combat terrorism and prevent the spread of the violent and corrupt ideologies of Daesh and other terrorist groups.  Building on existing cooperative mechanisms in the maritime domain, the ministers agreed to explore the complex issues around maritime counter-terrorism. The ministers agreed that so long as terrorism remains a critical global threat, fora such as the ASEAN Defence Ministers’ Meeting (ADMM)/ADMM-Plus and the Sub‑Regional Defence Ministers’ Meeting on Counter-Terrorism will continue to be important in bringing together regional militaries to understand how we can best work together to respond.  We all look forward to Indonesia hosting the next Sub-Regional Defence Ministers’ Meeting in 2019. At the conclusion of the meeting Senator Payne invited her counterparts and their representatives to Campbell Barracks to witness a spectacular counter-terrorism capability display by members of Australia’s Special Operations Command.
