Welcome to our final edition of the IKAHAN Quarterly Digest for 2022! We hope that this edition finds you and your families safe and in good health. Let me start by offering my congratulations to all our staff college students who have now graduated – well done, what an achievement! Since our last edition, the Defence Team along with their TNI counterparts came together in Perth for the annual High-Level Committee (HLC) meeting in October, chaired by Commander Indonesian Armed Forces, GEN Andika Perkasa and Australian Chief of Defence Force, GEN Angus Campbell (https://bit.ly/3uIhplG). This was a great opportunity to reflect on our achievements this year and agree to ongoing cooperation initiatives for 2023. Sejak edisi terakhir, tim pertahanan Australia bersama mitra TNI bertemu di Perth dalam rangka pelaksanaan pertemuan puncak tahunan, High Level Committee (HLC) pada bulan Oktober yang dipimpin oleh Panglima TNI Jenderal Andika Perkasa dan Pangab Australia, Jenderal Angus Campbell (https://bit.ly/3Buyi7g). Kesempatan luar biasa untuk merenungkan pencapaian kita tahun ini dan inisiatif program kerjasama yang disepakati untuk tahun 2023. Our re-signing of the IKAHAN Statement of Intent at HLC was timely because not long after, our IKAHAN Senior Advisory Group (SAG) met with their Indonesian friends in Jakarta. After enjoying a great dinner together (https://bit.ly/3WrcCRB), Jenderal Andika Perkasa’s opening remarks at the SAG meeting the next day were well received by everyone and a further indication of how important IKAHAN, and our bilateral relationship is (https://bit.ly/3FJMziP). Penandatanganan kembali pernyataan IKAHAN pada pertemuan HLC berlangsung tidak lama setelah balasan Anggota Pembimbing Senior IKAHAN (SAG) Australia dengan sahabat SAG Indonesia yang diadakan di Jakarta. Setelah menikmati jamuan makan malam bersama (https://bit.ly/3VQkT1q), rapat SAG dibuka keesokan harinya dengan kata sambutan yang disampaikan oleh Jenderal Andika Perkasa. Hal ini menunjukkan betapa pentingnya IKAHAN dan hubungan bilateral kita (https://bit.ly/3YfOwL5). After two years of being impacted by Covid-19, the arrival of Indo-Pacific Endeavour (IPE) to Indonesia was an exciting period for us (https://bit.ly/3iPttPj). The Defence Team travelled by RAAF C27 to Dabo Singkep and hosted Australian Chief of Joint Operations (CJOPS) LTGEN Greg Bilton, as well as Jenderal Andika Perkasa, Indonesian Chief of Navy, Admiral Yudo Margono and their senior officers to observe our inaugural combined amphibious landing – what a day! Not long after, IPE arrived in Jakarta we were pleased to host TNI, Indonesian government and other senior officials onboard our LHD HMAS Adelaide. The official reception was a great chance to meet in a friendly atmosphere, celebrate our successes together, and sample the best of Australian cuisine (not just Vegemite!) (https://bit.ly/3Hto0bi). Kegiatan Indo Pacific – Endeavour (IPE) di Indonesia merupakan acara yang kami nantikan setelah dua tahun terdampak pandemi Covid-19 (https://bit.ly/3VSAspi). Tim pertahanan Australia terbang ke Dabo Singkep dengan pesawat C27 AU Australia untuk menyambut Pangkoopsgab Australia, Letjen Greg Bilton, Jenderal Andika Perkasa, Kasal, Laksamana TNI Yudo Margono serta perwira tinggi dalam rangka meninjau kegiatan gabungan perdana pendaratan amfibi. Luar biasa! Kemudian IPE berlabuh di Jakarta dan kami senang dapat menyambut TNI, pemerintah Indonesia dan pejabat tinggi lainnya di atas kapal induk HMAS Adelaide. Acara resepsi tersebut merupakan kesempatan untuk bertemu dalam suasana yang penuh persahabatan untuk merayakan kesuksesan bersama sambil mencicipi bermacam makanan khas Australia (bukan hanya Vegemite saja!) Before closing this edition, I would like to take the opportunity to recognise General Andika’s cooperation and commitment to the bilateral relationship over many years as he departs the office of Panglima TNI (https://bit.ly/3UY0mXw). We also welcome incoming Panglima TNI, Admiral Yudo Margono. I would also like to recognise the efforts of everyone who have contributed to making this year a success. We are all looking forward to a very exciting 2023. During this quarter, Australia and Indonesia made some substantial progress on our joint policy initiatives. In September, Australia hosted the annual Indonesia-Australia Defence Strategic Dialogue (IADSD) in Canberra. Greetings from the policy desk! During this quarter, Australia and Indonesia made some substantial progress on our joint policy initiatives. In September, Australia hosted the annual Indonesia-Australia Defence Strategic Dialogue (IADSD) in Canberra (https://bit.ly/3BqRTFj). The IADSD was another welcome return to face-to-face engagement after a two-year absence. In November we held a meeting in Canberra to agree on our approach to elevate our Defence Cooperation Arrangement to an Agreement: we will look to have our respective Ministers endorse this approach at the next Defence Ministers' Meeting. We have also continued to progress defence industry engagement between our two countries. Australia, led by former Defence Attaché RADM Robert Plath, showcased some of Australia's innovative defence industry capabilities at the 2022 Indo Defence Expo and Forum in November. Our defence industry engagement continued with a defence industry showcase on HMAS Adelaide as part of Indo-Pacific Endeavour’s visit to Jakarta. I'm also pleased to report that the Memorandum of Understanding to gift 15 Bushmaster Protected Mobility Vehicles to Indonesia has been signed (https://bit.ly/3W7enTM). Kita juga melanjutkan kerja sama industri pertahanan antara kedua negara kita. Mantan Atase Pertahanan Australia, Laksda Robert Plath menampilkan kemampuan industri inovatif pertahanan Australia pada Indo Defence Expo and Forum di bulan November. It was a great opportunity that allowed us to discuss Indonesian and Australian perspectives of regional security dynamics (https://bit.ly/3BrWcQx). Without doubt the highlight of this quarter has been the amphibious activity in Dabo Singkep as part of IPE22. This activity has taken almost a year of planning and included several reciprocal visits by the planning teams (ECWG) to each other’s countries. Puncak dari kuartal ini adalah kegiatan amfibi di Dabo Singkep sebagai bagian dari IPE22. Perencanaan kegiatan ini berlangsung hampir satu tahun, termasuk beberapa kunjungan timbal balik oleh tim perencanaan ke negara masing-masing.
Ahoy shipmates. The period of September – November 2022 has been an extremely busy one with much more to do before this year is over. Ahoy sahabat pelaut! Periode September – November 2022 merupakan waktu yang sibuk dengan banyaknya aktivitas yang dijalankan sebelum tahun ini berakhir. As I mentioned in the last Quarterly Newsletter, in relation to exercises, we conducted; Kakadu, Cassowary 22 and Indo Pacific Endeavour (IPE22) during the September – November quarter. As you will be aware, we normally conduct CORPAT immediately prior to Cassowary each year on our southern maritime border. Unfortunately, this year due to a busy operational program, RAN was unable to provide a vessel to conduct CORPAT. However, Cassowary 22 did go ahead and was a great success (https://bit.ly/3iTN6po). We conducted joint patrols from 15 to 18 November which involved HMAS Bathurst, KRI Bawal and Dorang. During the exercise we conducted voice and light procedures, Officer of the Watch Manoeuvres, tactical formations and replenishment at sea. All the planning and hard work paid off on the day of the exercise, 20 November 2022, when we had major fleet units, Marines, Army and F16 cover provided air support. Panglima TNI, General Andika Perkasa was also in attendance as were a number of senior TNI Officers, but the highlight for me was seeing the Indonesian Chief of Navy, Admiral Yudo Margono step ashore after having paddled on the “rubber ducky” with all the troops. What a great day was had by one and all. Puncak dari kuartal ini tentu saja adalah kegiatan amfibi di Dabo Singkep sebagai bagian dari IPE22 (https://bit.ly/3VSClCo). Perencanaan kegiatan ini berlangsung selama hampir satu tahun, dan termasuk beberapa kunjungan timbal balik oleh tim perencanaan ke negara masing-masing. Sungguh hari yang luar biasa! Following the amphibious landing, the IPE22 Task Group proceeded to Jakarta where we conducted several seminars and workshops. These included Women in Peace and Security (https://bit.ly/3UQ0EQ9), Army to Army familiarisation and the seminar most important from a Navy perspective was the Military Law – Sub Surface workshop (https://bit.ly/3W3ZP7c). The Military Law workshop presented an opportunity for operations and legal officers from both the TNI AL and Indonesian Maritime Security Agency (Bakamla) to discuss with members of the Indo Pacific Centre for Military Law significant matters relating to grey zone issues and under sea challenges. Setelah pendaratan amfibi, Satgas IPE22 melanjutkan perjalanan ke Jakarta di mana kita mengadakan beberapa seminar dan lokakarya, termasuk Women in Peace and Security (https://bit.ly/3YcF0bz), sosialisasi hubungan antar anggota Angkatan Darat, dan seminar terpenting dari sudut pandang Angkatan Laut adalah Lokakarya Hukum Militer – Sub Permukaan (https://bit.ly/3W8jlPZ). During the exercise KRI REM was involved in the full suite of activities made available including Anti Submarine Warfare (ASW) and a replenishment at sea when she took fuel from an RAN tanker. Selain dua kegiatan bilateral di atas, kita juga berhasil melaksanakan Latma Kakadu di lepas pantai Darwin TNI AL menugaskan satu kapal Raden Eddy Martadinata (REM) (https://bit.ly/3Pn9bc3). Selama latihan KRI REM terlibat dalam rangkaian lengkap kegiatan yang tersedia termasuk Anti Submarine Warfare (ASW) dan pengisian ulang di laut saat mengambil bahan bakar dari kapal tanker RAN. The Foreign Academy Exchange Program (FAEP) is another long-standing activity between Australia and Indonesia. The purpose of the FAEP is for future officers to learn about the similarities and differences with respective service and national cultures. Program Pertukaran Akademi Asing (FAEP) merupakan kegiatan yang telah berjalan lama antara Australia dan Indonesia untuk menyiapkan para perwira masa depan mempelajari persamaan dan perbedaan masing-masing jajaran dan budaya nasional.
The third quarter of 2022 was the busiest in the Army Attaché program with several high-profile activities and visits. The Junior Officer Combat Instructor Training (JOCIT) is a highly valued activity in the bilateral relationship and has been conducted since the 1990s. From 4 to 25 September, 50 young Indonesian Army junior officers visited Australia to attend language training in Melbourne and jungle training in Tully. This year was significant as it was the first JOCIT to be conducted in Australia since 2019 due to the COVID 19 pandemic. To mark the significance of this activity the Chief of the Army (CA), LTGEN Simon Stuart, and Commander of the 1st Division, MAJGEN Scott Winter from the Australian Army and LTGENs Ignatius Yogo Triyono and Arif Rahman, as well as MAJGEN Tri Winarno from the Indonesian Army visited JOCIT during the final exercise and to participate in the closing ceremony. Both Armies view JOCIT as an excellent foundational activity for all participating members to build personal relationships and to learn from each other. Kuartal ketiga tahun 2022 merupakan periode tersibuk dalam program Atase Angkatan Darat dengan banyaknya kegiatan dan kunjungan. Junior Officer Combat Instructor Training (JOCIT) adalah latihan bersama yang sangat penting bagi hubungan bilateral kita dan telah dilakukan sejak tahun 1990-an. Mulai 04 - 25 September, sebanyak 50 perwira muda TNI-AD mengunjungi Australia untuk mengikuti pelatihan bahasa di Melbourne dan pelatihan hutan di Tully. Tahun ini sangat penting, karena latma JOCIT untuk pertama kalinya diadakan di Australia sejak 2019 akibat pandemi COVID 19. The purpose of the visit was to meet his counterpart Letjen TNI Rudianto, the new Head of the TNI Strategic Intelligence Agency (BAIS) and to participate in an intelligence exchange between respective strategic intelligence agencies. The engagements and exchanges reinforced mutual security concerns and senior leadership intent to work together as neighbours and friends to navigate future challenges. Pada 28 - 30 September, Kepala Intelijen Pertahanan Australia, Letjen Gavan Reynolds melakukan kunjungan resmi pertamanya ke Indonesia untuk bertemu dengan rekannya Letjen TNI Rudianto, KABAIS yang baru dan untuk berpartisipasi dalam pertukaran intelijen antara masing-masing badan intelijen strategis (https://bit.ly/3FKQSKA). This was the second meeting between KASAD and Australian Chief of Army (CA). Key messages were the strength of the bilateral relationship with education and training. KASAD visited Army Headquarters, the Royal Military College – Duntroon and the Australian War memorial. CA and KASAD recognised the written history of the relationship between the Australian and Indonesian Armies, titled 'Diggers and Serdadu', with the exchange of signed copies. Kepala Staf Angkatan Darat (KASAD) Indonesia, Jenderal TNI Dudung Abdurachman melakukan kunjungan pertamanya ke Australia pada 9-11 Oktober (https://bit.ly/3FnStVm). Ini adalah pertemuan kedua antara KASAD Indonesia dan Australia yang menyoroti kekuatan hubungan bilateral dalam pendidikan dan pelatihan. Tahun ini adalah tahun pertama dilaksanakannya FAEP sejak 2019 akibat COVID-19 dan telah berjalan dengan sukses, menyoroti pentingnya kegiatan ini untuk mempertahankan hubungan bilateral. During this quarter two key activities have been conducted in the special operations relationship. Firstly, the inaugural exchange of members to respective training institutions for exposure to basic and reinforcements training as well as service cultures. Secondly the conduct of Exercise Trisula Wyvern, which is a Joint tabletop exercise at the operational level evaluating the ability to plan and execute combined special operations in the immediate region. Both activities highlight the level of mutual trust and recognition of being able to work together as close neighbours. The key conventional bilateral exercise in the annual program, Exercise Wirra Jaya, was conducted 8 to 23 October at Baturaja in South Sumatra (https://bit.ly/3uIXW4a). Combat teams from the 1st Brigade and the Indonesian Army’s 2nd Division KOSTRAD came together for combined arms training in a jungle environment. This activity formed part of the 2022 enhanced cooperation between the Indonesian and Australian Defence Forces. For the first time, the Indonesian Air Force participated in the exercise providing a higher level of joint and combined interoperability. In 2023, the Australian Army looks forward to hosting Exercise Wirra Jaya and returning the excellent hospitality provided by the Indonesian Army in 2022. Hello again fellow Aviators and Airmen. Over the months of September to November we have reaped the rewards of much planning and cooperation in a number of areas, ranging from Exercise PITCH BLACK in Darwin and Exercise RAJAWALI AUSINDO in Townsville to the first ever transit by RAAF F-35A Lightning II fifth generation aircraft in Bali to close out a busy period. More than ever the TNI AU and RAAF are cooperating to build partnerships and links, highlighted by the visit to Indonesia of the new Chief of Air Force, AIRMSHL Robert Chipman, AM, CSC, for the first time in late October. We also recognised that we are able to embark on the new normal, with SQNLDR Alex Smith graduating from Indonesian Air Force Command and General Staff College in November attended in person. Alex is the first Australian officer to graduate with a Masters’ Degree in Applied Strategic Air Operations. Well done to him and all the TNI AU graduates. Salam hangat para Airmen dan Aviators. Selama bulan September hingga November kita telah menuai hasil dari perencanaan dan kerja sama di sejumlah bidang, mulai dari Latihan PITCH BLACK di Darwin dan Latihan RAJAWALI AUSINDO di Townsville hingga transit pertama pesawat sergap generasi kelima RAAF F-35A Lightning II di Bali sebagai penutup periode yang sibuk ini. Selanjutnya TNI AU dan RAAF bekerja sama untuk membangun kemitraan dan hubungan melalui kunjungan KASAU Australia yang baru, Marsdya Robert Chipman, AM, CSC, untuk pertama kalinya pada akhir Oktober. Exercise PITCH BLACK 2022 was a great success for all involved, with 17 nations contributing over a 100 aircraft to the exercise (https://bit.ly/3FoaSBs). It was great to see 3 Squadron TNI AU in Darwin again under the leadership of the Commander of Wing 3 Iswahjudi, LTCOL Yoga “Barong” Ambara. 2022 marked the tenth year of TNI participation, this year contributing six F-16 aircraft, along with a contingent of approximately 180 personnel. It was fantastic to see TNI AU participating fully, professionally and enthusiastically in all activities during Exercise Pitch Black over the three weeks of the exercise. Without doubt the highlight of the Indonesian deployment was taking the role of Mission Commander for a complex flying operation, with MAJ Jaka “Draco” Arastya leading a mixed formation of aircraft from eight other nations, building partnerships with Air Forces from across the region and the globe. We also welcomed Commander of the National Air Operations Command, AIRMSHL TNI Andyawan Martono P and Commander of the Air Operations Command III, AVM TNI T.B.H. Age Wiraksono to Darwin, where they met with CAF, AIRMSHL Robert Chipman and observed firsthand the performance of 3 Squadron. Latihan Bersama PITCH BLACK 2022 merupakan kesuksesan besar bagi semua yang terlibat. 17 negara berkontribusi lebih dari 100 pesawat pada latihan tersebut (https://bit.ly/3hiEPLi). Senang dapat melihat Skuadron Udara 3 TNI AU kembali di Darwin di bawah pimpinan Komandan Wing 3 Lanud Iswahjudi, Letkol TNI Yoga “Barong” Ambara. Tahun 2022 merupakan tahun kesepuluh partisipasi TNI dalam latma tersebut, ditandai dengan kontribusi enam pesawat F-16, beserta kontingen sebanyak 180 personel. Sungguh luar biasa melihat TNI AU berpartisipasi secara profesional dan antusias dalam kegiatan Latma Pitch Black. Tentu saja puncak dari pengiriman personel TNI adalah peran Komandan Misi bagi operasi terbang yang kompleks. Mayor Jaka “Draco” Arastya memimpin formasi variasi pesawat dari delapan negara lain, yang berhasil membangun kemitraan dengan Angkatan Udara dari seluruh kawasan dan dunia. Kami juga menerima kunjungan Pangkoopsudnas, Marsdya TNI Andyawan Martono P dan Pangkoopsud III, Marsda TNI T.B.H. Age Wiraksono di Darwin, di mana mereka bertemu dengan KASAU Australia, Marsdya Robert Chipman dan menyaksikan secara langsung kegiatan Skuadron 3. At the end of September, it was the turn of 31 Squadron to travel to the land of the Kangaroo to participate in Exercise RAJAWALI AUSINDO in Townsville alongside 35 Squadron RAAF. The C-130 detachment eagerly conducted a range of activities, whilst flying for the first time alongside a C-27J Spartan of the RAAF. The theme of this year’s exercise was airlift, air drop and humanitarian assistance and disaster relief (HADR) activities with both units dropping heliboxes and other supply pallets, whilst also training for air evacuation operations in a post-disaster scenario. New friends were made in our airlift communities and experiences exchanged. The TNI AU and RAAF also continued to share experiences related to C-130J operations, with our Safety and Airworthiness Joint Working Group hosting a Subject Matter Expert Exchange, sharing information to support TNI AU bring the new C-130Js into service in 2023. Pada akhir September, Skuadron 31 berangkat ke negeri kanguru untuk mengikuti Latihan Bersama RAJAWALI AUSINDO di Townsville dengan 35 Squadron RAAF. Detasemen C-130 dengan penuh semangat melakukan berbagai aktivitas, dan untuk pertama kalinya terbang bersama C-27J Spartan dari RAAF. Tema latihan tahun ini adalah kegiatan pengangkutan udara, penerjunan udara, bantuan kemanusiaan dan bencana (HADR) dengan kedua skadron udara menjatuhkan helibox dan pasokan lainnya diikuti oleh pelatihan untuk operasi pengungsian udara dalam skenario pasca bencana. Pertemanan baru telah terjalin di komunitas angkatan udara kita melalui pertukaran pengalaman. TNI AU dan RAAF terus berbagi pengalaman terkait operasi C-130J dengan kelompok Kerja Bersama Keselamatan dan Kelaikan Udara Australia yang menyelenggarkan Pertukaran Ahli Materi, berbagi informasi untuk mendukung TNI AU menghadirkan C-130J yang baru ke dalam jajarannya di tahun 2023.
The highlight of this quarter though has undoubtably been the inaugural visit to Indonesia by the newly appointed CAF, AM Robert Chipman (https://bit.ly/3HtHlcj). CAF was warmly welcomed by the Indonesian Chief of Air Force (KASAU), ACM TNI Fadjar Prasetyo over the two-day visit, allowing CAF to introduce himself, explain his priorities and discuss opportunities for our two Air Forces to deepen cooperation. During this visit the refreshed Terms of Reference for the TNI AU RAAF Safety and Airworthiness Joint Working Group were also signed by the two Chiefs in the presence of the Chief of the Air Force Aviation Safety and Airworthiness Centre, AVM TNI Samsul Rizal. Cooperation on safe operation of Hawk and C-130 aircraft has continued apace arising from these Terms of Reference. Beliau disambut hangat oleh KASAU Indonesia, Marsekal TNI Fadjar Prasetyo selama kunjungan kerhormatan dua hari tersebut, di mana KASAU Australia memperkenalkan diri serta menjelaskan prioritasnya dan mendiskusikan peluang bagi kedua Angkatan Udara dalam memperdalam kerja sama. Dalam kunjungan tersebut, Terms of Reference Kelompok Kerja Bersama Keselamatan dan Kelaikan Udara TNI AU RAAF juga ditandatangani oleh kedua Kepala Staf, didampingi oleh Kapuslaiklambangjaau - TNI AU, Marsda TNI Samsul Rizal. Kerja sama dalam pengoperasian yang aman, baik pesawat Hawk maupun C-130J terus berlanjut dengan pesat, mengacu pada Terms of Reference tersebut. In the areas of HADR and UN Peacekeeping Operations training, the TNI and ADF continue to deepen and strengthen our bonds. With the successful conduct of Exercise NUSA BHAKTI AUSINDO 2022 in Surabaya in 2022 a timely reminder that we need to be able to work together in bad times as well as good. Congratulations must also go to the Indonesian National Armed Forces Peacekeeping Centre (PMPP) who ran a successful Comprehensive Protection of Civilians Course in late November (https://bit.ly/3Yj7UXx). PMPP is the first UN training institute in Southeast Asia to received formal UN recognition for a course as a result of their hard work in cooperation with the ADF Peace Operations Training Centre. Well done. Di bidang pelatihan Operasi Bantuan Kemanusiaan dan Operasi Pemeliharaan Perdamaian PBB, TNI dan ADF memperdalam dan memperkuat ikatan kerja sama. Suksesnya pelaksanaan Latma NUSA BHAKTI AUSINDO 2022 di Surabaya menjadi acuan bahwa kita harus dapat bekerja sama di segala kondisi. Kami sampaikan selamat kepada Pusat Misi Pemeliharaan Perdamaian Tentara Nasional Indonesia (PMPP) yang sukses menjalankan latihan Perlindungan Komprehensif Warga Sipil pada akhir November (https://bit.ly/3uEdhmK). PMPP adalah lembaga pelatihan PBB pertama di Asia Tenggara yang menerima pengakuan resmi PBB untuk pelatihan sebagai hasil dari kerja keras dalam bekerja sama dengan Pusat Pelatihan Operasi Perdamaian ADF. Luar Biasa! Finally, November saw the skies of Bali and Jakarta coloured by the return of RAAF aircraft in strength and frequency. Without doubt the highlight being the transit of RAAF F-35A aircraft through Bali on their way home from Exercise ELANGAROO. It was a great opportunity for TNI AU pilots and technical staff to interact with the pilots and aviators of the RAAF from both fighters and transports. Thank you TNI AU for your support. We also returned to Halim Perdanakusuma Air Force Base after a long absence, with a C-27J Spartan, KC-30 MRTT and Falcon VIP jet all transitting in November. Its great to operate from Halim after the renovations and again thank you to our friends in the TNI AU for your help and support on those tasks. That’s it from me – keep flying together, safely and professionally. Sebagai penutup, pada bulan November langit Bali dan Jakarta diwarnai dengan kembalinya pesawat RAAF dalam kekuatan dan frekuensi. Puncaknya adalah transit pesawat F-35A RAAF melalui Lanud I Gusti Ngurah Rai, Bali saat pulang dari Latihan ELANGAROO. Kesempatan yang baik bagi pilot dan staf teknis TNI AU untuk berinteraksi dengan pilot dan Aviator RAAF baik dari pesawat tempur maupun pesawat penumpang. Terima kasih kepada TNI AU atas dukungannya. Kami juga kembali ke Lanud Halim Perdanakusuma setelah sekian lama, dengan pesawat C-27J Spartan, KC-30 MRTT dan Falcon yang transit pada bulan November.
